National Trans-boundary Fisheries Specialist for Outcome 3
(Mekong Sekong Project)


The Mekong Integrated Water Resources Project (M-IWRMP) comprise of three components; Regional, Trans-boundary and National component. At the regional level, the Project addresses the basin-wide scale and respective issues regarding joint IWRM planning and development through the MRC advisory and facilitation platform between all Lower Mekong Basin countries. The trans-boundary level is strategically applied and focuses on bi-and multilateral cooperation between the MRC Member  Countries and cross-country projects that are facilitated through the MRC Secretariat. Such projects include, for example, trans-boundary fisheries management management. The Project also addresses gaps at the national level, where help in implementation is needed in national water resources management to anchor IWRM approaches and merge them with the basin-wide approaches. The Trans-boundary Component contains 4 Trans-boundary and 1 Communication Outreach project to demonstrate IWRM principles on a bilateral basis, addressing trans-boundary issues at a local level. This component is financed by the World Bank through the MRCS form 2012-2018. The budget and project oversight is channeled through the M-IWRMP. The actual implementation is driven by the NMC's which similar to the National Component with supports from the M-IWRMP.

The ''Trans-boundary Fisheries Management on the Mekong and Sekong Rivers in Cambodia and Lao PDR'' (Later on is called ''Mekong-Sekong Project'') is one of the trans-boundary projects under the Trans-boundary Component which focuses on establishing fisheries monitoring program and a fisheries management plan that will be implemented at village level. The Overall Objective of the project is formulated as ''Fisheries management improved in the bordering provinces of Stung Treng and Kratie in Cambodia and Champassak and Attapeu in Lao PDR''.

The Project covers three main outcomes in following:
Outcome 1: Development of a joint paper to identify common issues/challenges, information and data sharing needs, and coordination requirements related to trans-boundary management;
Outcome 2: Development of an agreed upon coordination mechanism to address trans-boundary management and coordination needs;
Outcome 3: Development of joint action plan to implement priority coordination and management activities. Some of these activities may potentially be financed through the respective National Projects.

Under the supervision of the implementing agency (IFReDI) and working closely with the project national consultant and trans-boundary fisheries consultant from Lao PDR, the consultant will assume an important role at the IFReDI providing advice and support for their trans-boundary fisheries assessment and use their assessment results to produce a joint reports mentioned in the Outcome 3. This is a part time assignment with 90 working days over 7 months period that the consultancy is expected to begin in June 2017.

The consultant will be evaluated based on the quality and relevance of experience with regard to the criteria listed below. Minimum qualification requirements are provide for certain criteria, where applicable.

- Education. A minimum of a Master's degree in fisheries or natural resources management, or other relevant field of expertise is required;
- Professional Experience. Minimum 7 years of experience of fisheries management is required, including some experience in the Mekong Region.
- Language Fluency in English language is mandatory and knowledge of Khmer is desirable; and
- Suitability for assignment.
